What happened
Developers in Goa, especially around Panaji, are delaying new residential projects despite holding land and seeing steady demand, Construction World reported on 8 October 2026. Input costs have risen by about 30%, according to Avez Mohidin of the Goa chapter of CREDAI, and approvals take between eight months and two years depending on the project.
Prices have not risen as fast as construction costs, which has pushed some developers towards the second-home market. In Panaji, zoning and height rules are still waiting on the Outline Development Plan, which is under litigation.
